Research on Differentiated Power Restoration Technology for Flood-induced Full-outage Substations with a Six-stage Parallel Process

  • To address substation flooding and widespread outages caused by extreme rainstorms, along with the inefficiencies of conventional fragmented repair workflows and prolonged restoration times, this paper develops a systematic emergency power restoration framework. Drawing on three 110 kV substation outage cases from 2023, the proposed system integrates risk pre-assessment, graded response, sectional testing, and optimized material allocation. It innovatively proposes a six-stage parallel construction process of silt removal, flushing, drying, testing, defect rectification, and operation test, as well as three core technologies: differentiated repair of primary and secondary equipment, sectional insulation testing of secondary circuits, and threshold verification of optical links by frequency band. Field tests show that compared with traditional sequential repair, the overall power restoration time is shortened by 38%. At the same time, a standardized configuration scheme for multiple types of emergency repair materials is established. This study provides practical references for rapid repair and power restoration of flood-damaged substations.
