金坛茅山地区配电网台风防御与现场处置实践

Typhoon Preparedness and Field Response Practices for Mountainous Rural Distribution Networks: A Case Study of the Maoshan Area in Jintan

  • 摘要: 山区农村配电线路多沿山林、村道和村庄延伸,台风预警发布后,可供线路巡视、树障清理和用户侧检查的现场作业时间较短。以2026年第9号台风“巴威”影响期间金坛茅山地区防台工作为例,围绕线路通道、重点民生用户和运行异常3类现场对象,总结基层供电所灾前防御与台风期间现场处置做法。台风前共巡视37条线路,投入现场排查47人次,政企协同清理树障2012棵,并对石马排涝站、薛埠花山养老院开展用电检查;台风影响期间实行值班和应急备勤,记录内部“2222”报修362次、95598工单22张、主动工单171张,完成22个频繁跳闸台区现场核查,10 kV线路发生跳闸3次、接地故障1次。实践认为,山区基层防台应优先完成强风雨条件下难以安全实施的线路通道清理和重点用户检查,树障治理由供电专业人员与属地部门分工配合,台风期间再围绕反复异常的线路和台区组织现场核查。上述做法将有限准备时间落实到具体作业对象,可为同类山区农村配电网防台工作提供参考。

     

    Abstract: Mountainous rural distribution lines commonly run through mountain forests, along village roads, and through villages. After a typhoon warning is issued, only limited time remains for line patrols, tree-hazard clearance, and customer-side inspections. This paper uses the response to Typhoon Bavi, the ninth typhoon of 2026, in the Maoshan area of Jintan as a case. It summarizes the pre-typhoon preparedness and field response practices of the local power supply office for three categories of field targets: line corridors, key public-service customers, and operational anomalies. Pre-event activities include patrols of 37 lines, 47 staff deployments for field inspections, coordinated clearance of hazards involving 2,012 trees, and electricity-use inspections at the Shima Drainage Station and the Xuebu Huashan Nursing Home. During the event, personnel maintain duty coverage and emergency standby and record 362 internal "2222" repair requests, 22 "95598" work orders, and 171 proactive work orders. Field checks cover 22 distribution station areas with frequent tripping, while the network records three trips on 10 kV lines and one ground fault. The case indicates that local typhoon preparedness in mountainous areas should prioritize line corridor clearance and inspections of key customers because these tasks become difficult to perform safely in strong winds and rain. Tree-hazard mitigation requires coordinated and clearly divided responsibilities between power utility personnel and local authorities. During the typhoon, field inspections should focus on lines and distribution station areas with recurring abnormalities. These practices direct the limited preparation time toward specific operational targets and provide a reference for typhoon preparedness in similar mountainous rural distribution networks.
