基于全成本分析的电网中压业扩工程投资效益

  • 摘要: 为合理评估电网中压业扩工程的真实投入产出水平,文章以某电网2023年投产的450个实际中压业扩项目为例,引入全成本核算思路搭建测算模型,系统性复盘不同类型项目的投资回报表现。研究表明,区域电网80%的收益产出集中来自20%的大型工业用户配套项目,工业类业扩项目平均投资回收期约2.8 a,而公共事业配套类项目平均回收期长达12.6 a,收益差距十分显著。基于上述差异化结论,文章针对性提出“精准投资 + 分级差异化管理”优化方案,优化全网资源配置效率,提升电网整体长期投资效益。

     

    Abstract: To reasonably evaluate the actual input-output level of medium-voltage electricity business expansion projects in a power grid, this paper takes 450 such projects commissioned in a certain power grid in 2023 as examples, introduces full-cost accounting to construct an evaluation model, and systematically reviews the investment returns of different types of projects. The results show that 80% of the revenue of the regional power grid comes from supporting projects for the 20% of customers that are large industrial users. The average payback period of industrial electricity business expansion projects is approximately 2.8 years, whereas that of public utility supporting projects is 12.6 years, showing a significant difference in returns. Based on these differentiated findings, this paper proposes an optimization scheme of targeted investment and hierarchical differentiated management to improve resource allocation efficiency across the power grid and enhance its overall long-term investment benefits.
