基于博弈赋权-模糊评价的含大规模风电电网有功控制评价体系研究

Research on the Evaluation System of Active Power Control for Large scale Wind Power Grids Based on Game Weighting fuzzy Evaluation

  • 摘要: 大规模风电接入电网后会增加运行不确定性,为了量化风电有功控制能力保证系统稳定运行,提出了基于博弈赋权-模糊评价的含大规模风电电网有功控制评价体系。依据风电有功控制原理构建表征安全性、经济性和有功分配均衡性的量化评价指标体系。针对安全稳定性,提出了反映电能质量的频率偏差率、电压偏差率指标和集群出力波动性指标;针对运行经济性,考虑风电场弃风率、电网线损率和火电厂热经济性建立相应指标;针对有功分配均衡性方面,引入偏离度和风电综合容量利用率概念。最后以数据为驱动,通过基于博弈论的主-客观组合赋权法和模糊评价法对含大规模风电电网有功控制能力进行综合评价,算例验证了所提方法的有效性。

     

    Abstract: The integration of large scale wind power into the grid have increased operational uncertainty. In order to quantify the active power control capability of wind power and ensure stable system operation, a large scale wind power grids active power control system based on game weighting fuzzy evaluation is proposed. A quantitative evaluation index system is constructed to characterize safety, economy, and fairness according to active power control principles for wind power. For safety and stability, indicators including frequency deviation rate, voltage deviation rate, and cluster output fluctuation are defined to reflect power quality. For operational economy, indicators including wind farm curtailment rate, grid line loss rate, and thermal economy of thermal power plants are established. For balancing active power distribution, deviation indicators and comprehensive wind power capacity utilization are introduced. Finally, driven by data, the active power control capability of large scale wind power grids is evaluated using a game theory based subjective objective combination weighting method and a fuzzy evaluation method. Numerical examples demonstrate the effectiveness of the proposed method.
