复杂作业场景下配网不停电综合检修技术研究与应用

Research and Application of Comprehensive Maintenance Technology for Power Distribution Networks without Power Outage under Complex Operation Scenarios

  • 摘要: 针对老旧城区背街小巷、用户密集区域常规不停电作业难以实施的问题,提出一种创新性技术与装备的策略,构建“带电作业 + 旁路系统 + 移动电源”的配网不停电综合检修模式。通过履带式绝缘斗臂车、窄体自驱动绝缘平台、低压同期并网装置等装备的创新性集成应用,突破空间和地形限制,实现复杂场景下高效灵活作业。并以实际工程应用验证了该模式在减少停电时户数、提升供电可靠性及适应老旧城区复杂环境中的显著优势。研究成果为全国城市核心区及老旧城区配电网升级改造提供了可推广的“零停电感知”技术路径。

     

    Abstract: To address the difficulties in implementing conventional non-outage operations within the complex working environments of distribution networks in aging urban areas, this paper proposes an innovative strategy integrating advanced technologies and equipment. A comprehensive non-outage maintenance model is established based on the combination of live-line work, bypass systems, and mobile power supply. Through the innovative integration and application of equipment such as tracked insulated aerial devices, narrow self-propelled insulated platforms, and low-voltage synchronous grid-connection devices, spatial and terrain constraints are effectively overcome, enabling efficient and flexible operations in complex scenarios. Taking the line renovation project in Beijing’s main urban area as a case study, the proposed model was validated through coordinated use of bypass systems, power generation vehicle transfers, and live-line operations. The results demonstrate its significant advantages in reducing customer-hours of outage, improving power supply reliability, and adapting to the complex environment of old urban districts. The research outcomes provide a scalable and replicable "zero-outage perception" technical pathway for the upgrading and transformation of distribution networks in urban core areas and aging districts nationwide.
